1997년 아시아 금융위기가 발발하기 전까지만 해도 동아시아 지역에서 어떤 형태이던 지역금융협력체가 태동할 것으로 생각하거나 주장하였던 연구는 거의 찾아 볼 수 없다. 심지어 역내의 무역블록 필요성에 대해서도 회의적인 입장이 지배적이었다. 그러나 아시아 금융위기는 역내 금융협력 필요성을 일깨어 준 계기로 작용하였고, 지역금융협력의 필요성을 둘러싸고 치열한 논쟁이 있어 왔다. 일본을 중심으로 아시아 통화기금의 창설 필요성이 제기되었고, 다른 한편으로 국제통화기금과 서방국가들은 국제금융기구의 중복성과 도덕적 해이를 문제삼아 지역금융협력체의 창설에 강력하게 반대하였다. (생략)

동북아 지역은 중국, 일본, 한국, 러시아 등 역내 주요국간의 연이은 정치적 문제에도 불구하고 세계에서 가장 역동적인 지역경제권으로 부상하고 있다. 이러한 경제적 위상의 제고는 러시아와 몽골의 풍부한 천연자원, 일본과 한국의 자본 및 기술, 북미·유럽지역과 긴밀하게 구축된 생산네트워크에 주로 기인한 성과로 볼 수 있다. 그럼에도 불구하고 냉전 종식 후 남겨진 동북아 안보 문제는 역내 경제발전의 주요 장애요인으로 상존하고 있다.
이러한 한계를 극복하기 위해 동북아 국가들은 기능적 경제협력의 심화와 평화적 공존 및 번영을 이룩하기 위해 「동북아 경제공동체」를 구축하기 위해 지속적인 노력을 기울여야 한다.
동북아 지역은 유럽의 EU, 동남아시아의 ASEAN 등과 같은 지역협력체제가 부재한 유일한 지역인 만큼 역내 경제협력체제 구축을 위한 구체적인 협력사업을 추진해야 한다.
이에 본고는 국경간 인프라개발과 역내 경제통합에 필요한 재원 마련을 위한 제도 구축 논의를 증진시키기 위해 2014년 사업 논의현황 및 주요  연구결과를 정리하였다. 2014년에 주요 논의된 내용은 ➀ 역내 경제발전 및 협력에 관한 각국의 입장, ➁ 에너지·자원협력, ③ 제도적 경제통합 및 물리적 연계성 증진 방안, ④ 광역두만강지역 개발의제 등이다.
