    본 연구의 목적은 인도산업의 발전 가능성을 고찰하고 이를 바탕으로 한국의 대인도 산업협력 방향 및 방안을 제시하는 데 있다. 산업분석은 철강, 전자, 자동차, 석유화학, 섬유, 일반기계 등 인도의 6개 주요 제조업을 중심으로 산업정책, 산업성장, 무역구조 등의 현황과 성장가능성을 중심으로 검토한다. 이를 바탕으로 한국의 주요 산업과의 상관관계를 정성적 정량적 방법으로 고찰한 후 한국과의 산업협력 가능방향 및 방안을 제시한다. (생략)

    국문요약
    일반적으로 교역 비용은 국가간의 교역량을 결정하는 주요 요인 중의 하나로 알려지고 있다. 본 논문은 오늘날 동북아의 무역에 미치는 주요 요인들을 대상으로 실증 분석하였으며 그 결과 국경 내 무역관련 주요 이슈를 비롯한 전통적 관세 메카니즘 관계를 벗어난 것으로 나타났다. 즉, 재화의 이동과 관련된 인프라 시설에 따른 거래비용의 변동은 동북아의 역내 무역에 상당한 영향을 미치는 것으로 분석되었다. 본 논문은 결론에서 동북아의 관세가 낮아질 경우 역내 무역량이 더욱 확대되어 이로 인해 동북아 지역 내 국가들이 상당한 이익을 얻을 수 있을 것으로 강조하고 있다.

    국문요약

      최근 세계경제는 2008년 글로벌 금융위기 이후 신흥국의 금융·외환시장 혼란, 국제테러 확산에 따른 지정학적 리스크 증대, 선진국을 중심으로 한 신보호주의 대두 등으로 불확실성이 심화되고 있습니다. 2000년대 초 신흥시장 부상의 신호탄을 알리며 등장한 신조어 BRICs는 브라질과 러시아의 경기 침체로 인해 그 의미가 무색해지며 신흥지역에 대한 비관론이 제기되고 있습니다.
      그러나 신흥지역이 글로벌경제에서 차지하는 비중은 갈수록 높아지고 있으며, 세계경제 성장에 대한 기여도도 여전히 선진국을 크게 앞서고 있습니다. 글로벌 경기침체 속에서 확산되고 있는 신보호무역주의, 신고립주의에 대응하기 위해 우리나라는 선진국과 신흥국을 잇는 가교역할을 하며 지속가능한 성장 모멘텀을 확보해야 합니다. 이에 따라 종합적이며 심층적인 연구를 통한 신흥지역에 대한 정확한 이해가 다른 어느 때보다도 필요합니다. 그러나 점증하는 연구수요에도 불구하고 신흥지역에 대한 통합적인 연구는 여전히 크게 부족합니다.
      이러한 인식하에 대외경제정책연구원은 신흥지역에 대한 정치·경제뿐만 아니라 사회·문화·종교 등에 대한 포괄적이고 심층적인 연구를 지원하고 지역연구의 저변 확대를 위해 2009년부터 ‘전략지역 심층연구’ 사업을 수행해오고 있습니다.
      대외경제정책연구원은 이의 일환으로 국내외 신흥지역 전문가간의 네트워크 활성화, 심층 연구보고서 및 국내외 논문집 발간, 국내 12개 지역학회와 공동으로 ‘신흥지역연구 통합학술회의’ 개최, 해외 저명 신흥지역 전문가 초청 등 다양한 사업을 추진해오고 있습니다.
      특히, 2016년에는 해외 많은 지역 전문가들의 관심과 참여 속에서 러시아-유라시아, 동남아시아, 인도-남아시아, 터키-동유럽 관련 총 9편의 연구가 수행되었습니다.
      지난 6개월 동안 본 논문집의 발간을 위해 논문 선정단계부터 최종심의까지 진심어린 논평을 통해 논문의 질적 향상에 도움을 주신 심사위원님들과 폭 넓은 주제로 심층적인 연구를 수행해주신 해외 연구자들의 노고에 깊은 감사의 말씀을 드립니다. 이 논문집에 게재된 내용은 각 연구자의 개인적인 견해이며, 연구원의 공식적인 입장이 아님을 밝힙니다.
      본 논문집이 우리 기업의 신흥지역 진출뿐만 아니라 우리 정부의 신흥국 통상협력정책 수립에 기여하고, 더 나아가 우리나라와 신흥지역의 동반성장 방안을 모색하는 데 도움이 되기를 바랍니다.

      2006~17년 글로벌경쟁력지수(GCI)를 이용한 세계경제포럼(WEF)의 국가경쟁력 평가 결과, 베트남의 국가경쟁력은 미진한 것으로 나타났다. 베트남은 조사대상 국가 중 경제적 측면에서 중위권 국가에 해당된다. 베트남의 발전 단계를 살펴보면, 2015년 이전에는 베트남이 캄보디아, 라오스, 미얀마와 함께 1단계(factor-driven, 요소 주도형) 수준에 있었으나, 2015년 이후부터 브루나이, 필리핀이 속한 2단계(efficiency-driven, 효율성 주도형) 수준으로 향상되었다. 그럼에도 불구하고 베트남은 2단계에 속한 인도네시아, 태국을 비롯하여 3단계 전환과정에 있는 말레이시아와 3단계(innovation-driven, 혁신 주도형)의 싱가포르보다 낙후되어 있다. 본 연구는 국가적인 측면에서 WEF의 평가 결과를 개선하기 위해 베트남의 국가경쟁력 수준이 낮은 주요 원인을 심층 분석한다. 베트남의 성장을 저해하는 요인으로는 광범위한 장기 경제성장 모델, 팽창정책, 취약한 사업환경 및 기반 시설, 낮은 연구개발 지출, 저조한 고등 교육 투자와 같은 구조적인 문제가 나타났다. 이러한 분석을 바탕으로 베트남의 문제점은 낮은 생산성, GDP 성장률 하락, 경제의 불안정, 중간 소득 함정, 취약한 비즈니스 경쟁력, 낮은 수준의 기술 및 인적 자본, 환경의 저하임을 알 수 있다. 베트남의 국가경쟁력 수준이 낮은 주요 원인과 문제점을 기반으로 국가경쟁력을 제고할 수 있는 방안을 모색한 결과, 경제개혁과 경제성장 모델의 변화, 기술 및 인적 자본 수준 강화, 비즈니스 환경 개선, 거시경제 안정성 보장, 선진국 벤치마킹을 통한 인프라 개선이 필요하다는 결론이 도출되었다.
