Working paper Total Factor Productivity Growth in Korean Industry and Its Relationship with Export Growth

이 글에서는 생산성을 추정하는 주요 지표중의 하나인 총요소생산성(total factor productivity; TFP)의 변화율을 한국의 국민소득계정상의 주요 산업별 및 제조업의 주요 분야별로 계측하고자 하였다. 무엇보다도 일관된 산업분류와 통계자료를 이용하여 신뢰할 수 있는 값을 얻는데 초점을 맞추었다. 다음으로 계측된 값들의 해석을 시도하고, 계측된 총요소생산성의 값과 생산함수 및 산업구조에 영향을 미치는 다른 요소들과의 관계를 검토하려 하였다. 또한, 산업별 또는 제조업 부문별로 총요소생산성의 격차가 존재하는지 여부를 살펴보고 그에 대한 설명요인을 찾아보려 하였다. 이와 관련하여 산업별 또는 제조업부문별 총요소생산성의 변화율과 수출증가율간의 관계를 살펴보았다.

산업별로 총요소생산성의 연평균변화율은 (4) 전기, 가스 및 수도(4.89%); (2) 광업 및 채석업(3.10%); 및 (7)운수, 창고 및 통신(0.70) 부문에서 상대적으로 높은 것으로 계산되었다. 동 산업분야들은 공통적으로 투자의 증가율이 높은 것으로 나타났다. 이와는 대조적으로 동 지표의 증가율은 (1) 농림수산업(-6.62%); (5) 건설(-6.17%); (8) 금융, 보험, 부동산 및 사업서비스(-3.31%); (6) 도소매업, 음식 및 숙박업(-1.86%) 등에서 음의 값을 갖는 것으로 계산되었다. 제조업의 주요 분야별로 총요소생산성 증가율은 (h) 전기전자제품(7.24%); (g) 금속제품 및 기계(5.18%); 및 (i) 수송장비(5.02%)에서 큰 값을 갖는 것으로 계산되었다. 이들의 공통적인 특징은 자본집약적 및/또는 지식집약적인 분야들이라는 점이다. 이와는 대조적으로 노동집약적인 전통적인 제조업들에서는 동 지표의 증가율이 매우 작거나 심지어는 음의 값을 갖는 것으로 계산되었다. 대부분의 제조업분야들에서 높은 총요소생산성 증가율은 투자의 빠른 증가에 기인하는 것으로 나타났다.

한편, 총요소생산성의 증가율과 산업의 구조전환과는 밀접하게 연계되어 온 것으로 판단된다. 생산요소들과 자원의 투입은 생산성의 추이와 같이 일차산업에서 전통적인 노동집약적 제조업으로 그리고 다시 중화학공업으로 이동하면서 집중되었다. 수출증가율은 총요소생산성의 증가율과 매우 밀접한 관계를 가진 것으로 나타났다. 수출비중으로 가중된 제조업 부문별 수출증가율과 이에 상응하는 총요소생산성 증가율간의 상관계수는 0.93으로 매우 높은 상관관계를 나타내고 있다. 이는 총요소생산성의 증가율이 단순히 생산함수가 나타내고 있는 기술적인 관계뿐 아니라 수요측면에도 밀접하게 관련되어 있을 것이라는 점을 암시하며, 특히 상대적으로 협소한 국내시장 규모를 가지고 있는 동아시아 개발도상국들에게는 더욱 중요한 점으로 판단된다. 따라서, 상대적으로 협소한 국내시장을 가지고 있는 개발도상국들의 산업정책의 수립에 있어서는 생산요소 및 자원의 투입과 산출수준간의 기술적인 관계뿐 아니라 시장 수요면의 제약 또한 충분히 고려되어야 할 것이다.
This paper examines a measure of productivity, the total factor productivity (TFP) growth rate, for both major Korean industries and disaggregated manufacturing sectors. Initially, focus is placed on attaining credible estimates of the productivity measure by using consistent data. Next, interpretation of the estimates are given in an attempt to find a relationship between TFP growth rate and other factors related to production function and industrial structure change. It is followed by an analysis to verify if any differences in TFP growth rate exist among various manufacturing sub-sectors as well as among major industries. Subsequently, this paper attempts to explain why such differences in TFP growth rate, if any, arise. Finally, the relationship between TFP growth rate and export growth rate is examined.

The annual average rates of change in the TFP were calculated as having been relatively high in industries such as (4) Electricity, gas and water (4.89%); (2) Mining and quarrying (3.10%); and (7) Transportation, storage and communication (0.70%). These three sectors have shown relatively rapid increases in investment. In contrast, TFP growth rates were calculated as having negative values in (1) Agriculture, forestry and fishing (-6.62%); (5) Construction (-6.17%); (8) Finance, insurance, real estate and business services (-3.31%); (6) Wholesale and retail trade, restaurants and hotels (-1.86%); and others. Among disaggregated manufacturing sectors, TFP growth rates were calculated as having been relatively high in (h) Electric and electronic products (7.24%); (g) Metal products and machines (5.18%); and (i) Transportation equipment (5.02%). The common characteristics of these sectors were that they were capital and/or knowledge intensive sectors. On the contrary, TFP growth rates were calculated as having low and even negative numbers in labor-intensive traditional manufacturing sectors with low value added. In sum, the high growth rates of TFP in most of the manufacturing sectors were attributed to the fast increase in investment.

TFP growth rates and structural changes seem to have been closely inter-related. Resources, the factors of production, had moved from the primary sectors to the manufacturing sectors of traditional labor-intensive industrial goods and then to the manufacturing sectors of chemical & heavy industrial goods.

The correlation coefficient between the TFP growth rates and the adjusted export growth rates was calculated as being 0.93, which suggests that the two variables were highly correlated. With that result, we might conclude that TFP growth rates had a close relationship not only with technological factors, as denoted in the production function, but also with market demand conditions, especially for exports, for East Asian emerging economies with relatively restricted domestic market demand. Therefore, in order to formulate more complete industrial policies, not only technological characteristics but also market demand conditions should be fully considered.
