    Summary
    Korea became a signatory country to the IMF Article 8, giving up its foreign exchange controls. Furthermore, in 1989, Korea announced that it would no longer restrict trade to control its balance of payments and that it would follow Article XI of GATT, further increasing its pace of import liberalization.
    This paper comprehensively recommends Korea's policy response to its GATT Article 11 nation status and makes some policy recommendations for the Korean government. In particular, by classifying GATT rules and an inflectional paradigm of advanced nations, this paper seeks to the direction for Korea's foreign trade policies. In light of the Korea's recent trade pressures with advanced nations, corresponding policy and institutional devices are suggested in this paper.

This seminar provided an excellent opportunity to share views on the progress of the European Economic Integration and to deliberate on Korea's policy implications.

    The Korea Institute for International Economic Policy (KIEP) organized an international conference on 'Asia-Pacific Economic Cooperation Forum' in Seoul on 21-22 June, 1990.
    The aims of this forum were to share the visions and areas of possible contributions for Asia-Pacific economic cooperation of the individual economies of the region and to deliberate on alternative schemes and modalities of institutional framework for such cooperation.
    Twenty-three eminent researchers and academics as well as government decision-makers from Asia-Pacific countries participated in the forum in the hope that the outcome of the conference will provide meaningful insights for the future of Asia-Pacific economic cooperation.

    This book is a compilation of the papers and comments from the 'Seminar on Development of Relations between Korea and Socialist Countries and Prospects for South-North Korean Relations' organized by the Korea Institute for International Economic Policy.
    Socialist countries have recently undergone a sudden change in political, economic and social reform due to the spread of Gorbachev's perestroika policy. This is expected to affect Korea's diplomatic policy toward socialist countries including the Soviet Union, China, East European countries and North Korea. This seminar provided perspectives for development of relations between Korea and Socialist countries and suggested perspectives of economic and social integration after German unification.

    Since the 1990s, the Uruguay Round agreement made at the eighth multilateral GATT negotiations is expected to give rise to trade creation by addressing a wide range of agenda in a multilateral format. Thus, the result of UR will affect the Korean economy substantially, which is the 10th largest nation in trade volume. From a practical standpoint, with the participation of many distinguished scholars and experts, this seminar re-illuminated the meaning and perspective of UR negotiations and discussed important issues such as service, textiles and clothing, TRIPs and agriculture. In addition, it offered a forum to deliberate on Korea's negotiation strategy for the UR negotiations.
    These proceedings are a collection of the lectures, papers and formal comments made by the speakers and discussants.
