The seminar was designed to improve the effectiveness of the development cooperation business unit and to utilize evidence-based policymaking, promoting academic exchanges among researchers in the field. The event began with an opening speech by President Hyeok Jeong of KADP (Professor of Economic Growth and Development, Seoul National University) and a congratulatory message by Vice President for External Affairs Dr. Sungbae An at KIEP.

Executive Director Jione Jung of the Center for International Development Research, KIEP, presided over the first session under the theme of “Empirical Analysis on Policy Effects,” where presentations continued on the topics of “Customized Advice and Incentives to Improve Consumers’ Welfare through Livestock Insurance” (presented by Hyeok Sohn, Ph.D. at Utrecht University) and “Effects of Energy Access on Student Behavior in Rural Areas of Tanzania” (presented by Dr. Yoon Jae Ro of India and South Asia Team at KIEP). Subsequent discussions followed between Professor Jongwook Lee of Seoul National University and Director Youseung Shin of the Korea International Cooperation Agency (KOICA).

The second session was hosted by Professor Booyuel Kim of Seoul National University, focusing on the theme of “Evidence-Based Policy.” It was composed of presentations on the “Impact of the Assassination Attempt on a Mayor in Mexico for Local Government Capacity” (presented by Dr. Seung-hun Lee of HKUST) and “Public Support for Carbon Offset in Liberia” (presented by Professor Sungho Park of KDI School), followed by discussions with Dr. Eun Jin Ryu of KISDI, and Professor Joon Seok Yang of Sungkyunkwan University.

In the last session, presentations were made by graduate students and new researchers under the moderation of Professor Hyeok Jeong of Seoul National University, followed by discussions with research fellows at KIEP, Weonhyeok Chung, Munsu Kang, Seoni Han, and Sungwoo Hong.

The conference concluded with a closing speech by KIEP President Siwook Lee. About 40 attendees, including academic experts, researchers, and officials from international organizations, evaluated the event as a meaningful time to share opinions and seek directions for empirical analysis and evidence-based development policies.
