This paper focuses on establishing countermeasures for intellectual property rights negotiations in preparation for the conclusion of the Uruguay Round Agreement. To do so, this paper reviews the concept of IPR (part II) and examines the adoption background of the GATT agenda (part III). It summarizes the outstanding issues by group, sector and country of the Uruguay Round of the GATT (part IV).
Based on this, this paper analyzes the economic meaning of protecting IPR and negotiable strategy of selected countries (part V). Finally, this paper makes some policy recommendations for Korea to take as countermeasures for IPR.
