ASCC CONFERENCE 2005 : I. Renewed Commitments to the Bogor Goals: Midterm Stocktaking

This sessionxx dealt with key issues related to the midterm stocktaking. Pointing to the rather disappointing achievements of APEC member economies’ progress towards the Bogor Goals, Professor Hongyul Han presented a refreshing idea of adopting the Bogor (or Busan) Action Plan (BAP). According to Prof. Han, the BAP should be based on a non-binding principle but connected to peer-pressure as to increase the effectiveness of its implementation. Dr. Mignonne Chan’s discussion affirmed the importance of the concerted unilateralism in the form of Individual Action Plans (IAPs) and Collective Action Plans (CAPs) for APEC’s efforts to achieve the Bogor Goals. According to Dr. Chan, IAPs and CAPs may contribute to the midterm stocktaking activity with the following steps: (1) setting up time-based minimal common denominators for CAPs and review IAPs against CAPs; (2) extending benefits of liberalization by pathfinder approach, or “21-X” formula; (3) strengthening Ecotech; (4) and Orchestrating the linkage between APEC and the WTO agenda. Another speaker of the sessionxx, Professor Hikari Ishido, focused his presentation on the performance of APEC member economies and APEC as a whole. His assessment illustrated how APEC has been proceeding towards the Bogor Goals and reaffirmed the importance of the midterm stocktaking activity this year. The three speakers of this sessionxx mainly provided ideas and methods in which the APEC could further advance the Bogor Goals’ process.
