The envisaged impact of the regional technical assistance (TA) was to improve energy security through enhanced regional cross-border power trade in the Greater Mekong Subregion (GMS). The TA would harmonize the technical performance standards for the power systems; grid codes for the coordinated planning and operation of the regional electricity market; and regulatory, pricing, and legal framework in the GMS.
This report validates the completion report's assessment of the TA.
IED overall assessment is less than successful.
