[경제] A Fresh Approach to Understanding and Enhancing Public Sector Productivity in Malaysia

The public sector, as a key component in every country’s institutional framework, plays a significant role in supporting economic growth through its actions related to policy, regulation, and service delivery. In Malaysia, improving public sector productivity has been part of the policy discourse over the past three decades but has become more closely linked to the economic reform agenda in recent years. National attention to public sector productivity improvement can be traced to the Sixth Malaysia Development Plan (1990-1995), and the Public Administration Development Circular (1991) provided basic guidance on how productivity can be measured at the organizational and individual level. Recent efforts towards improving public sector productivity are tied to the government’s priority of transitioning towards an advanced, high-income and productivity-driven economy. Over the years, various efforts have been undertaken to measure and improve public sector productivity in Malaysia, but with limited impact. In evaluating past efforts and determining new ones, it is important to examine existing evidence on what has worked and how. International evidence shows that productivity gains can be spurred through public sector reforms. Such reforms not only improve the efficiency of public-sector organizations, leading to more impactful public expenditures, but also have implications for the wider economy. Recognizing these important linkages, several countries have incorporated public sector productivity into their broader economic and fiscal strategies. In addition to strengthening the within-Malaysia empirical evidence base, further insights can be made by greater participation in international measurement and research initiatives in public administration.
