Some of the lessons learned include: When preparing urban transport projects that are already well advanced into the design phase, two evident missed opportunities emerge; Capacity building, particularly for the O&M entities, should be incorporated as part of the financing; Seeking mechanisms to ensure efficient coordination among the agencies involved in the projects is key; and Project designs should include measures to motivate the client to implement the institutional and operational aspects of projects, especially when operation is key to achieving the project development objective (PDO).
