Ratings for the Fiscal Performance Improvement Support Project for Afghanistan were as follows: outcome was moderately unsatisfactory, Bank performance was moderately satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: to mitigate risk in an fragile, conflict-affected, and vulnerable (FCV) context such as Afghanistan, the project design needs to carefully manage the tradeoff between the ambition of the supported public financial management (PFM) reforms and more pragmatic and more important priorities of ensuring government’s day-to-day operation without external support if donor financing is interrupted. To make capacity building instruments more effective and efficient, there is a need to concentrate and streamline these instruments for capacity building, rather than to spread them broadly. Channeling capacity injection for implementation of the overall Bank program through investment project financing (IPFs) that support critical institutional reforms should be avoided. To ensure sustainability of public investments it is important to consult the operations and maintenance (O and M) needs in advance, in the early planning of new investments, instead of growing a stock of infrastructure maintaining which may be later beyond the capacity of national budgets. It is critical to define and agree coherent terms for sustainable digitalization approaches and business models (at least at project level and, if possible, at portfolio level) and introduce simple open-source solutions that combine flexibility on maintenance arrangements (including avoiding proprietary licensing) and affordable cost.
