Ratings for the Herat Electrification Project for Afghanistan were as follows: outcome was moderately unsatisfactory, Bank performance was moderately satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: in fragile, conflict, and violence (FCV) settings where high financial and non-financial risks remain, project scope should be manageable, while allowing for flexibility in implementation. The project design must ensure the readiness for implementation after project approval and grant effectiveness. Procurement should be adequately integrated in the project design, particularly in FCV contexts. Trainings targeting women should always take into consideration women’s mobility issues and restrictions.
