Ratings for the Trans-Hindukush Road Connectivity Project for Afghanistan were as follows: outcome was highly unsatisfactory, Bank performance was moderately unsatisfactory, and monitoring and evaluation (M and E) quality was modest. Some lessons learned included: in fragility, conflict, and violence (FCV) contexts, complex infrastructure projects involving both design and construction are likely to be more successfully implemented through either a series of projects or a multi-phase approach. Rebuilding institutions in FCV countries requires a long-term Bank engagement in the sector. Bank procurement approaches need to be adapted to the FCV context.
