The Korea Institute for International Economic Policy (KIEP) held a seminar in commemoration of the 30th anniversary of diplomatic relations between Korea and China on May 28th in joint with the Preparatory Committee for the 30th Anniversary of Korea-China Diplomatic Relations and the Parliamentary Diplomacy Forum on China.

This seminar was convened to share the achievements of Korea-China cooperation ahead of the 30th anniversary of Korea-China diplomatic relations in 2022 and discuss the future direction of cooperation between the two countries with experts from various fields.

In his opening remarks, Moon Hee-Sang, honorary Chairperson of the Preparatory Committee for the 30th Anniversary of Korea-China Diplomatic Relations, stressed the long history between Korea and China as close partners, and that the close relationship between the two countries is an asset that must be passed on to future generations. Minister Hwang Hee of Korea’s Ministry of Culture, Sports and Tourism (MCST), then expressed his hopes for strengthening people-centered cooperation and cultural exchanges beyond economic relations. 

Co-Chairs Kim Sanghee and Kwon Youngse of the Parliamentary Diplomacy Forum on China emphasized their plans to seek ways to foster mutual relationship through various commemorating events by October 2022, the 30th anniversary of diplomatic ties. President Kim Heungchong of KIEP explained how the institute has been promoting research cooperation between Korea and China through its Beijing office, and also suggested that economic cooperation should be upgraded to a new paradigm in Northeast Asia amid the global economic downturn since COVID-19.

In his keynote speech, Rep. Park Jeung, Executive Secretary of the Culture, Sports, and Tourism Committee of the National Assembly, raised the possibility of China emerging as a new balance of power, adding that Korea-China relations need to continue developing despite the complicated situation surrounding the U.S., China and Korea.

H. E. Jang Ha-sung, Ambassador of the Republic of Korea to China, explained how the Ministry of Foreign Affairs has engaged in various Korea-China exchange activities and stated his hopes for making the 30th anniversary a milestone toward establishing a new bilateral relationship.

Professor Kim Heung-kyu, Director of the U.S.-China Policy Institute at Ajou University, stressed that Korea should minimize elements of conflict with China by resolving the THAAD issue and continuing dialogue on North Korea’s nuclear weapons, and respect China’s stance while maintaining its strong alliance with the U.S. to continue promoting bilateral cooperation with China.

Under the moderation of Professor Wang Yun-jong of Dongduk Women’s University, Professor Choi Pil Soo of Sejong University, presented his analysis of studies conducted on Korea-China industrial cooperation after the initiation of the Made in China 2025 strategy in 2015 and the 2018 U.S.-China trade conflict, classifying the studies into the categories of general alternatives, alternatives by type, new industry alternatives, and micro-level alternatives, followed by suggestions to advance discourse on industrial cooperation between the two countries.

Dr. Wonho Yeon, an associate research fellow at KIEP, introduced China's dual circulation strategy and pointed out human resource exchange and investment, digital economy, and China's market opening as promising areas for cooperation.

Roh Jae-hun, Standing Chairperson of the Preparatory Committee for the 30th Anniversary of Korea-China Diplomatic Relations, stressed that the two countries should take a more active stance to cooperation in the area of cultural contents and move forward on to broad cooperative exchanges in their policies, co-production, and content exchange platforms.

A discussion session followed, during which Professors Moon Ik Joon of Kookmin University and Nam Soo-Joong of Kongju National University shared in-depth views on cooperative measures between Korea and China in each field of their industries and economies.
