Seminar on Policy Directions for Stabilizing Advanced Industry Supply Chains and Attracting Foreign Investment

The Korea Institute for International Economic Policy (KIEP) held a dissemination seminar for the outcomes of the KIEP–National Research Council for Economics, Humanities and Social Sciences (NRC) collaborative research project, “Policy Directions for Stabilizing Advanced Industry Supply Chains,” on December 16, 2025, at The Plaza Hotel in Seoul.
The seminar was organized to share and review key findings from the joint research project conducted by KIEP and the NRC, with government officials and field experts discussing policy implications for supply chain stability and foreign investment attraction in advanced industries.
The event opened with welcoming remarks by Sungbae An, Vice President for External Affairs at KIEP, followed by two presentation sessions. In his opening address, Vice President An underscored the importance of proactively identifying vulnerabilities in global supply chains and strengthening Korea’s domestic industrial ecosystem amid intensifying protectionism and expected shifts in tariff policies under a second Trump administration. He noted that the seminar offered a timely platform to assess the spillover effects of tariffs and to discuss tailored policy directions to address supply chain risks across key sectors, including semiconductors, biotechnology, secondary batteries, and displays. Vice President An concluded by expressing hope that the discussions would inform practical policy development, emphasizing that leadership in advanced industries is integral to economic security.
In Session 1, Professor YeoJoon Yoon of Pusan National University presented on the impacts of tariff policies under the Trump administration, followed by a presentation by Hyung-Gon Jeong, Senior Research Fellow at KIEP, on policy directions for stabilizing semiconductor supply chains and attracting foreign direct investment.
Session 2 featured presentations on industry-specific strategies for supply chain stabilization and foreign investment attraction in the bio, secondary battery, and display sectors. Presenters included Young-ook Jang, Research Fellow at KIEP; Sungman Moon, Professor at Jeonbuk National University; and Dong-Hee Joe, Professor at Jeonbuk National University.
The seminar brought together a wide range of participants, including Tae Hyung Kim, Commissioner of Invest KOREA; SangHee Park, Director of the Foreign Investment Policy Division at the Ministry of Trade, Industry and Resources; In Soo Kang, Professor at Sookmyung Women’s University; and Bokyeong Park, Professor at the Graduate School of Pan-Pacific International Studies, Kyung Hee University, along with KIEP researchers and representatives from related industry associations. Amid growing external uncertainties, the seminar served as a constructive forum for exchanging policy insights on addressing supply chain risks in advanced industries and developing strategic approaches to attracting foreign investment.
