Issues and Prospects for the Post-Nairobi Multilateral Trade Agenda

The outcome of the tenth WTO Ministerial Conference (MC10) can be cautiously dubbed as a temporary remedy to prevent the collapse of the multilateral trading system. The Ministerial Declaration adopted at MC10 is evidence of the stark difference in positions among WTO members, especially regarding the core issue of the WTOs future agenda. The Declaration specifically states that "new approaches" are necessary to achieve meaning outcomes in multilateral negotiations, while advanced countries are calling for the end of the Doha Round in order for "new issues" to be tabled as negotiating agenda. This article discusses the issues and prospects regarding the plurilateral trade agreements as a possible "new approach" that may serve as an alternative for advancing the multilateral trade agenda.
