본 연구는 필리핀 노동시장 내 직무 불일치 현상을 분석함으로써 한-필리핀 직업훈련 협력에 관한 시사점을 제공하는 것을 목적으로 한다. 개발도상국 노동시장은 주로 인구 규모 대비 양질의 일자리 부족, 높은 비공식 경제 비중 등 산업 발전 지연에 따른 노동 수요와 공급 간 불균형이 주요한 문제점으로 지적된다. 그중에서도 직무 불일치는 개발도상국에서 일반적으로 발생하는 현상인데, 특히 기술 인력 부족, 과잉자격, 기술 역량 부족 등에 따른 수직적 및 수평적 직무 불일치가 빈번하게 발생한다. 이러한 현상이 발생하는 데에는 노동 공급자인 근로자의 기술적 역량 부족도 주요한 역할을 하고 있으나, 보다 근본적으로는 산업 및 노동시장에 대한 정보 부족, 주요 도시에 대한 일자리 집중 현상, 그리고 구직자의 기술적 역량 혹은 지식 수준 검증이 불가능하다는 점 등도 직무 불일치를 심화시키는 요인이라고 할 수 있다.

그중에서도 필리핀은 동남아 지역 내 다른 국가와 비교해서도 과잉자격에 의한 직무 불일치 사례가 많으며 지역 간 산업체 및 일자리 수의 불균형도 심한 편이다. 이에 본 연구에서는 필리핀 내 직무 불일치 사례에 관해 분석하고 기업 및 근로자가 인식하는 직무 불일치 수준에 대해 연구함으로써 한-필리핀 직업훈련 개발협력에 대한 시사점을 제공하고자 하였다.

먼저 제2장에서는 개발도상국의 직무 불일치 현황에 대해 살펴보았다. 본 연구에서는 국제노동기구(ILO)에서 발간한 저소득국 및 중저소득국 직무 불일치 현황에 관한 자료와 OECD에서 발간한 동남아 주요국의 기술 역량 현황 자료를 통해 동남아 지역이 직면한 노동시장 내 문제점을 식별하고자 하였다. 동남아 지역은 대체로 교육 접근성이 OECD 국가에 비해 낮으며 이에 따라 고등교육 접근성과 기술 숙련도 역시 낮은 편이라고 볼 수 있다. 상대적으로 교육 수준이 높은 베트남과 달리 필리핀, 인도네시아 등의 국가에서는 청년층의 기술 수준이 낮은 편이며 노동시장 참여도도 낮은 편에 속한다. 다만, 기업의 기술 개발을 위한 직업훈련 프로그램 제공 수준은 OECD 국가와 비교해서도 높다는 점이 특이점이라고 볼 수 있다. 이렇듯 기업이 직업훈련 프로그램을 제공하고 있음에도 불구하고 기술 역량이나 디지털 기술 사용 측면에서 상대적으로 뒤처진 것으로 나타나고 있으며 이는 동남아, 그중에서도 필리핀의 직업훈련 프로그램의 실효성과 성과가 개선될 여지가 있음을 의미하기도 한다.

제3장에서는 필리핀을 중심으로 노동시장 구조에 관해 분석하고 노동 공급 및 수요 측면에서의 직무 불일치 사례와 문제점에 관해 분석하였다. 본 연구에서는 초등교육 수준의 학력을 가진 인구는 주로 농림수산업, 광업 및 채석업, 건설업, 수도·하수·폐기물 처리업 등 상대적으로 노동집약적인 산업에 종사하고 있으며 중등교육을 받은 집단은 주로 제조업, 운수 및 창고업에 종사하는 것으로 분석하였다. 그러나 필리핀에서 초등교육 이수자 집단과 중등교육 이수자 집단 간 임금 격차는 유의미한 수준을 보이지 않고 있으며 오히려 전문대 이상의 고등교육을 이수한 집단부터 임금 수준 격차가 크게 벌어지는 것으로 나타났다. 이는 필리핀 내 초중등교육 이수 집단 내에서는 노동인력의 기술 격차 혹은 직무 품질에 큰 차이가 없거나, 혹은 필리핀 산업 구조상 고등교육 이수자 미만 집단에 대해서는 교육 수준에 따른 차별화된 기술 역량이 요구되지 않는다는 것으로 해석할 수 있다. 이는 선행연구에서 밝힌 바와 같이 필리핀 내 수직적 직무 불일치 사례가 두드러지는 주요한 요인이라고 볼 수 있다.

뒤를 이어 본 연구에서는 노동 수요 및 공급 측면에서의 직무 불일치에 관해 분석하였다. 이를 위해 아시아개발은행의 직업훈련 지원사업인 SUN Ph (SkillsUpNetwork Philippines) 2차 사업에 지원한 기업을 대상으로 설문조사를 실시하였으며, 응답한 기업과 근로자는 각각 64개와 451명이다. 먼저 노동 공급 측면인 근로자 설문조사 결과를 살펴보면, 근로자가 경험하는 수직적 직무 불일치 수준은 주로 중간숙련 기술을 가진 집단에서 두드러지게 나타난다. 즉 고숙련 집단은 학력 수준에 맞는 직무를 배정받는 데에 반해, 중간숙련 혹은 중고숙련 집단에서는 직무 수준에 비해 근로자 개인의 자격이 미달되는 자격 미달과 직무 수준에 비해 학력 수준이 높은 과잉자격 집단 비중이 상대적으로 높게 나타나고 있다. 뿐만 아니라 수평적 불일치를 경험한다고 응답한 응답자도 전체 응답자의 30%를 상회하여 근로자 개인이 보유한 기술과 실제 직무 간에 차이가 발생하는 것으로 나타났다.

기업 측면에서 두드러진 결과는 다음과 같다. 기업은 고학력 인력을 선호하는데, 기업의 직무 특성상 고등교육을 받지 않아도 됨에도 불구하고 이러한 현상이 나타난다. 이를 통해 기업에서는 고학력 집단일수록 기술 수준이 높다고 인식하고 있다는 것을 알 수 있다. 그러나 한편으로는 중등교육 이수자의 기술 수준이 직무에서 요구하는 기술적 수준보다 낮기 때문에 발생할 수 있는 문제일수도 있다. 즉 직무 자체는 초중등교육 이수자가 충분히 수행할 수 있으나, 실제 고용된 인력의 기술적 역량이 부족하여 기업 입장에서는 고학력 인력을 더 선호하게 되는 현상이라고도 해석할 수 있을 것이다.

한편 기업에서 제공하는 직업훈련 대상자는 기술 개발 및 역량 강화가 필요한 근로자보다는 기업의 성과 확장에 기여했거나 경영진과 친인척 관계에 있는 근로자를 선발하는 것으로 나타났다. 이를 통해 필리핀 기업 측에서는 직업훈련 프로그램을 기술 개발을 위한 플랫폼으로 보지 않고 일종의 혜택으로 보고 있다는 것을 알 수 있으며, 이는 곧 공공 직업훈련 프로그램의 품질 강화를 통해 필리핀 내 근로자의 기술역량 강화가 필요함을 역설하기도 한다.

이에 따라 본 연구에서는 ① 고숙련 및 고학력 기술 인력 수요가 높은 산업에 대한 한-필리핀 산업 협력 강화, ② 저숙련 및 저학력 기술 인력 수요가 높은 산업에 대한 한-필리핀 간 직업훈련 프로그램 개발과 직업훈련 기관 설립, ③ 노동집약적 산업(예를 들어 농업)에 대해서도 기술 수준별 커리큘럼 개발과 실질적인 성과를 거둘 수 있는 교육 프로그램 운영을 제안하였다.
This study analyzes the phenomenon of job mismatch in the Philippine labor market and draws implications for Korea–Philippines cooperation in vocational training. Labor markets in developing countries are commonly characterized by a shortage of quality jobs relative to population size and a high share of informal economic activity—imbalances between labor supply and demand that stem from delayed industrial development. Job mismatch is a particularly widespread feature of these markets, with vertical and horizontal mismatches arising frequently from shortages of skilled labor, overqualification, and insufficient technical competence. While the limited technical capacity of workers on the supply side contributes to this outcome, more fundamental drivers also intensify mismatch: a lack of information about industries and labor markets, the concentration of jobs in major cities, and the difficulty of verifying job seekers' technical skills or knowledge. Among Southeast Asian countries, the Philippines stands out for a high incidence of mismatch driven by overqualification, as well as pronounced regional imbalances in the distribution of firms and jobs. Against this backdrop, this study examines cases of job mismatch in the Philippines and investigates how firms and workers perceive the level of mismatch, with the aim of informing Korea–Philippines development cooperation in vocational training.

The study first reviews the state of job mismatch across developing countries, drawing on International Labor Organization (ILO) data on mismatch in low- and lower-middle-income countries and OECD data on the skill profiles of major Southeast Asian economies, in order to identify the labor market challenges the region faces. Southeast Asia generally exhibits lower educational access than OECD countries, and correspondingly lower access to higher education and lower levels of technical proficiency. Unlike other regional countries such as Vietnam, whose education levels are relatively high, countries such as the Philippines and Indonesia show comparatively low technical skill levels among youth and lower rates of labor market participation. A notable exception is the provision of employer-sponsored vocational training: firms in the region offer such programs at levels that compare favorably even with OECD countries. Yet despite this provision, the region—and the Philippines in particular—remains relatively behind in technical competence and digital skill use, which suggests there is meaningful room to improve the effectiveness and outcomes of vocational training programs in the country.

Focusing on the Philippines, the study analyzes the structure of the labor market and examines cases of job mismatch on both the supply and demand sides. Workers with primary-level education are concentrated in relatively labor-intensive industries—agriculture, forestry and fishing; mining and quarrying; construction; and water, sewerage, and waste management—while those with secondary education are primarily employed in manufacturing and in transport and storage. Notably, the wage gap between primary-educated and secondary-educated groups is not statistically significant; sizeable wage differentials emerge only from the tertiary-educated group (associate degree and above) onward. This pattern can be interpreted in two ways: either there is little difference in skill levels or job quality within the primary- and secondary-educated workforce, or the Philippine industrial structure does not demand differentiated skill levels by education for groups below the tertiary level. Consistent with prior research, this is a key factor behind the prominence of vertical job mismatch in the Philippines.

To analyze mismatch on the supply and demand sides, the study conducted a survey of firms participating in the second phase of SUN Ph (SkillsUpNetwork Philippines), a vocational training support program of the Asian Development Bank, covering 64 firms and 451 workers. On the supply side, vertical mismatch experienced by workers is most pronounced among medium-skilled groups. Whereas high-skilled workers tend to be assigned roles commensurate with their educational level, medium- and upper-medium-skilled groups show relatively high shares of both underqualification, where the worker’s qualifications fall short of the job's requirements, and overqualification, where educational attainment exceeds the level the job demands. In addition, more than 30 percent of respondents reported experiencing horizontal mismatch, indicating gaps between the specific skills workers hold and the skills their actual jobs require.

On the demand side, firms display a preference for highly educated labor even where the nature of the job does not require tertiary education, indicating that they perceive higher educational attainment as a proxy for higher skill. At the same time, this preference may partly reflect a real problem: the technical level of secondary-education graduates falls below what jobs require. In other words, although the jobs themselves could be performed adequately by workers with primary or secondary education, the actual technical capacity of those hired is insufficient, leading firms to favor more highly educated candidates. A related finding concerns who receives training: firm-provided vocational training tends to be allocated not to workers who need skill development or capacity building, but to those who have contributed to the firm’s performance or who are related to management. This suggests that Philippine firms view vocational training less as a platform for skill development and more as a form of perk or benefit, which underscores the need to strengthen workers’ technical capacity in the Philippines by improving the quality of public vocational training programs.

Based on this analysis, the study proposes three avenues for Korea–Philippines cooperation. The first is to strengthen industrial cooperation in sectors with high demand for highly skilled and highly educated technical workers. The second is to develop joint vocational training programs and establish training institutions for sectors with high demand for lower-skilled and lower-educated technical workers. The third is to develop skill-tiered curricula and operate training programs that deliver tangible outcomes, extending this approach to labor-intensive industries such as agriculture.
