The Korea Institute for International Economic Policy (KIEP) held a Visiting Scholar Seminar with Dr. Janaka Wijayasiri from the Institute of Policy Studies of Sri Lanka at the KIEP conference room in Sejong on October 31, 2019. Dr. Janaka has participated in the KIEP Visiting Scholars Program for a month. The seminar was organized to share the results of research conducted over his visiting period, in joint with other researchers at KIEP.
Dr. Janaka made a presentation on “Costs of Low Skilled Migrants in South Korea: The Case of Sri Lanka.” He described a selection of profiles among Sri Lankan migrants in South Korea and calculated the costs associated with migration in South Korea, going on to provide policy recommendations to reduce migration costs.
Dr. Janaka explained that most Sri Lankan migrant workers are classified as unskilled workers and they choose South Korea as a destination country due to higher salaries, low recruitment costs, no agency fees, no requirements in terms of specific educational qualification and skills other than proficiency in basic Korean proficiency, and a time-bound legally accepted working visa.
During the process of his research, Dr. Janaka interviewed several Sri Lankan workers and investigated the costs of migration including accommodation, food, insurance, taxes and transaction cost of remittances. Based on his findings, he provided policy recommendations for reducing migration costs. He argued that it would be helpful to implement financial literacy programs to increase migrants’ savings behavior and voluntary savings schemes, to rationalize various social schemes in Korea as well as Sri Lanka to reduce duplicated payments for social welfare systems.
KIEP experts including Dr. Jeong Gon Kim, Dr. Hanbyul Ryu, Dr. Hyoungmin Han, Senior Researcher Doyeon Kim and Senior Researcher Jung-Mi Lee from the India and South Asia Team attended the seminar and discussed the findings covered in the presentation.
